Shall Anchorage borrow up to $52,125,000 through the issuance of general obligation bonds to pay for educational capital improvements within Anchorage and increase the municipal tax cap by an amount of $198,794 to pay for associated annual operations and maintenance costs?

  Designs the second phase of a four-phase renovation.

  Constructs deferred projects in Phase 3 of a four-phase renovation.    
Dimond High School, Demolition Funding 3,000,000 0
  In 1999 voters approved funding for the construction of a replacement Dimond High School. This project demolishes the remaining buildings (except Gym/Pool building) and completes site improvements including parking lots, walkways and ball fields.

  Completes entry ways and parking lots, adds fire sprinkler system and designs Phase 3 auditorium and classrooms. Constructs a classroom wing shell to house a temporary IMC/library (classroom space completion of this area is planned for Phase 4).

  Designs the two-phase renovation of the K-12 school, including gymnasium, classrooms, electrical upgrades and site improvements.

  Upgrades east parking lot, renovates and expands two story classroom wing, installs fire sprinklers, upgrades boiler and electrical systems.    
Wendler Middle School, Phase 2 Construction matching funds for State EED Grant 9,800,000 36,307
  Renovates facility to provide new general and science classrooms, resource/small group teaching spaces, plus kitchen/cafetorium, technology ed, family/consumer science and art education space. Renovated areas would include band, orchestra, physical education, special education, counseling and administrative areas. Additionally, a new arctic entry is included on the southwest side of the school. A sprinkler system will be provided, technology upgrades along with other infrastructure improvements to the mechanical and electrical systems.    
Ptarmigan Elementary, Design/Construction School 6,400,000 81,345
  Adds 10 classrooms and a multipurpose room. The school is currently operating at 150 percent of capacity.

Voter approval of this bond proposition authorizes for each $100,000 of assessed real and personal property value (based on the estimated 2002 assessed valuation): (i) an annual increase in taxes of approximately $26.36 to retire the proposed bonds, and (ii) an annual increase in the municipal tax cap (Charter 14.03(b)(2)) of approximately $1.18 to pay for the annual operation and maintenance costs related to the proposed capital improvements.

The debt will be paid from real and personal property taxes levied and collected areawide in Anchorage. Anchorage will also pledge its full faith and credit for payment of the debt.

Anchorage is currently seeking State reimbursement for payment of 70% of the principal and interest on approximately $3,700,000 of these bonds.
