School Bond Information

The Anchorage School District is proposing two bond propositions for the upcoming April 2008 municipal election. One would add to and renew Chester Valley Elementary School and Sand Lake Elementary School. Funding is also provided for creating a design plan for future renovation of Girdwood K-8 School. A second proposition funds traffic safety, roof repair, mechanical and electrical upgrades, and other building system renewal projects districtwide. The total of the two bond propositions is $43.7 million, just under the amount of debt the district has retired since last April’s election.

April 2008 - Propositions 2 & 3
Prop 2 funds renewal, addition and design at Sand Lake, Chester Valley & Girdwood. Prop 3 provides for districtwide repair and major maintenance projects.

School Bond Proposition 2

Proposition 2 was approved by voters
Approved by voters April 1, 2008
$34.3 million
Renewal, addition & design at 3 schools
Eligible for 60% debt reimbursement
  • Chester Valley ElementaryVisit Chester Valley's Web site
    Built in 1964, the same year of the Good Friday earthquake, the building has received few building upgrades. Although well-maintained, its building systems are worn out, maintenance intensive to repair and operate, and do not include required components for energy efficiency.
  • Sand Lake ElementaryVisit Sand Lake's Web site
    Built in 1958, before statehood, the school has had classroom additions but few building upgrades. Housing 655 students, Sand Lake is the largest ASD elementary school is currently at 127 percent capacity. Traffic congestion and location of building’s air intake vents next to parking lot require parents to wait on active collector street.
  • Girdwood K-8 SchoolVisit Girdwood's Web site
    The Girdwood community is growing. The student population is close to the existing school’s capacity. Funding will pay for a building design plan to meet the anticipated future needs of the community.

  • Roof replacement or repairs

  • Emergency communications systems

  • Building renewal projects

  • Traffic safety projects

  • Code/Hazmat/ADA/sprinkler projects

The state reimbursement approved for each of the bonds reduces the cost to local taxpayers; funding of the state reimbursement plan is subject to annual legislative appropriation. For every $100,000 of assessed property value and with state reimbursement, Props 2 and 3 combined will cost $4.27 a year to retire the bonds.
  • $39 million in bond principal debt was retired in 2005

  • $40 million in bond principal debt was retired in 2006

  • $44 million in bond principal debt was retired in 2007

  • Between 2009-13, the district will pay off $47-53 million of bonds each year

  • $8 million has been saved by refinancing existing bonds at lower interest rates since last year
