Increase and Forward Fund the Foundation Formula

The days of ignoring inflation and its effect on state education funding must come to an end. The Anchorage School Board believes increasing the education funding formula and inflation-proofing that allocation is one of the most effective means to maintain the programs that result in academic proficiency for students. Districts are not allowed to carry more than 10 percent of their budgets forward, and because of budget planning processes, districts do not know how much state revenue they will actually receive until after the October student count is released in November. By that time, the district’s greatest costs, negotiated contract salaries, are locked into place for the year. To do no more than “fully fund” and inflation-proof the current education funding formula means significant reductions in education services in FY08.

The Anchorage School Board requests an increase in the education funding formula, using the FY07 program as the starting point, and inflation-proofing that allocation to safeguard instructional programs.

Increases in the Base Student Allowance can be used to assist districts in paying the higher employer contribution rates for PERS/TRS unless the payment goes directly to the PERS/TRS system as we recommend.
