2007 Legislative Priorities

Summer Programs & Instruction to Increase Proficiency for all Students

Special education intensive-needs students, bilingual and vocational programs must be funded on the basis of actual need, which is subject to change over the course of the school year. Intensive Services funding within the block grant program of the Alaska School Foundation Program provides an inadequate level of support and has not reflected actual excess costs in comparison to other special education programs. A second count period for intensive needs students would specifically address this funding development. Mandated accountability measures have been embraced by the Anchorage School District as means to better communicate the successes of our students. The district has increased the amount of resources directed to student testing and remediation and has expanded summer school and extended-day offerings to assist students who need more support to pass the High School Graduation Qualifying Exam (HSGQE) or the Standards–Based Assessments (SBA).

The Anchorage School Board urges the legislature to fully fund instruction to bring all students to proficiency, and establish a second count period for intensive needs students.

The Anchorage School District also requests a separate line item be instituted for the summer programs the district provides.
