Optimum Facilities Use Policy
What's New?
A Youth Sports Screening Committee will be established which includes representatives of programs and organizations which provide youth sports activities. The Youth Sports Screening Committee will review applications and supporting documents submitted by Category 3 Youth Related Organizations for gymnasiums and multi-purpose rooms. Recommendations for space allocations based on a Facility Use Formula will be submitted to the Community Services/Rentals Department. Requests will be screened and scheduled within the priorities listed below:

Youth at Risk Programs
Programs which provide youth activities to "at-risk" populations identified by the Anchorage School District and/or Municipality of Anchorage.

Neighborhood Community
Programs that provide youth sports activities to the neighborhood community served by the school requested. New programs and organizations must meet specific criteria to be considered in this priority.

Established Programs and Organizations
Programs that have been active more than two years. Every effort will be made to allocate the same amount of time as the previous year unless that program has experienced a decrease in participation. Expansion beyond a reasonable growth allowance will be considered a new program request.

New Programs and Organizations
New programs or organizations in the first and second year of operation will be considered in a probationary status. Remaining available time will be allocated to new programs and organizations. During this two-year probationary period, the use of school facilities by new programs and organizations will be evaluated in the areas of proper facility use and efficient use of time allocated. After successful completion of the two-year probationary period, a program or organization will be considered "Established" (Priority 3).
How it Works
Team Verification
Permit requests must be accompanied with documentation verifying number of teams and team rosters/participants from the past season. This will be used as a base line with a small growth allowance. Special considerations will be given if a transfer of program responsibilities and participants occurs from one organization to another.
Evaluation/Screening
Applications for Category 3 use of gymnasiums and multi-purpose rooms will be reviewed by the Youth Sports Screening Committee. The Youth Sports Screening Committee will recommend space allocations based on a Facility Use Formula to the Community Services/Rentals Department.
Facility Use Formula
The formula will consider the following: number of teams, time needed for average game, number of weeks in season, amount of practices per team, length of practice time, and the multiple scheduling of teams at a practice.

Scheduling
The Community Services/Rentals Department will utilize the Screening Committee’s recommendations to schedule available space in gymnasiums and multi-purpose rooms in each of the four priorities. Disagreements regarding allocations may be referred to the Screening Committee for resolution.
Allocations for use of gymnasiums and multi-purpose rooms for Category 3 youth sports activities will be scheduled in the following order:
- League Needs — Secondary, Middle Level and Elementary facilities with the consideration of age group served.
- Tournaments — Will be scheduled within league allocation; exception: major community events, e.g. Fur Rondy.
- Practice Needs —
All practices are considered a program need and will be directed to Elementary facilities.
- Camps/Clinics — Elementary facilities considered first when appropriate.
