The Anchorage School Board is responsible for providing an adequate educational environment for the students of Anchorage. To fulfill this obligation, the School Board regularly engages in comprehensive long-range planning of school facility construction, renovation, and maintenance. On an annual basis, the School Board adopts a Six-Year Capital Improvement Plan (CIP) that addresses the anticipated levels of student enrollment and shifts in enrollment, along with school facility condition and functionality from an educational perspective. This plan delineates the construction priorities for the District over the succeeding six-year period.

The steps in preparing the Six -Year CIP are listed below:

Survey all Anchorage area private schools for membership data.
Collect birth data from Anchorage area hospitals and from the State of Alaska Bureau of Vital Statistics.
Determine total military membership residing on and off military installations from the Anchorage School District's Information Technology Department.
Survey all District principals to determine school space utilization.
Input six-year membership forecasts into computer spreadsheets, which generate student projection tables.
Receive administrative recommendations for alleviating negative conditions projected in facility usage based on the six-year forecast.
Obtain approved recommendations from the District’s Capital Request Advisory Committee.
Present draft CIP to the Municipal Planning and Zoning Commission for recommendation to the School Board.
School Board review and approval of the CIP.
Transmittal of CIP to Municipal Assembly and to the State Department of Education and Early Development (EED).
