Last Best Offers

Under the Alaska Statute governing public involvement in school district negotiations (AS23.40.235), “initial proposals, last-best-offer proposals, tentative agreements before ratification, and final agreements reached by the parties are subject to inspection and copying.”

Offers the parties take to arbitration are “last-best-offers.” The union has informed the district that this offer is the offer they are taking to arbitration. This makes it the “last-best-offer.”

The district will take its last Tentative Agreement (TA, 8/2006) to arbitration. This is the district’s “last-best-offer.” The district has consistently communicated that all available resources were put into the TA and no funds are available to increase the value of the TA. Financial circumstances have not improved. In fact, they have worsened.

The public and teachers have a right to inspect these last-best-offers.
