The above shows where the Master Planning effort falls within the bigger picture of renewing and revitalizing the West High and Romig Middle schools’ campus. Visioning is completed; Master Planning is substantially under way; and Funding and Implementation will then follow. Master Planning: A master plan translates the vision into functional components that physically and programmatically encourage a vision’s successful implementation. Potential phasing of development is one product of this planning effort; another product is an estimate of probable construction cost. Some components, especially programs, can be initiated in the near-term without requiring major funding. Funding: Funding strategies for various components are explored and then pursued as appropriate to each. For renovation, addition and replacement construction projects on its facilities, the District’s main sources are voter-approved bond issues and State grants. Program-related components can be funded from a number of private and public sources through grants and other methods. Maintenance and operation costs, especially for self-sustaining extracurricular and community programs, can be supported by user fees. Implementation: The vision is realized through implementation, defined in many forms ranging from modifying existing educational programs to undertaking major construction. Implementation includes not only initial setup, but also management of on-going operation and maintenance, or governance. For components that substantially involve the community and exceed the purview of District staff, a governance framework, separate from but answerable to the District, may be developed.
