Title I is a federal program under the No Child Left Behind Act that provides supplementary funding to improve academic achievement for low-income students. Schools are provided supplementary funding based on the percentage of students in their attendance area who qualify for free or reduced lunch.
ARRA funds support further systemization of the Response to Instruction program, in combination with SFSF and Title VIB ARRA funding, through:

- Preschool supports
- Tier II reading and math interventions
- Summer school opportunities
- Parent involvement opportunities
- Professional development
